Although both the answer and definition are singular nouns, I can't see how they can define each other.

'diagnostic test' becomes 'scan' (I've seen this in another clue).
'introduced by' means one lot of letters go next to another.
'group of workers' becomes 'TU' (Trade Union).
'scan' after 'tu' is 'TUSCAN'.
