Although both the answer and definition are past participle verbs, I cannot see how one could define the other.
'not forget and picked up again' is the wordplay.
'not forget' becomes 'recollect' ('recollect' is the opposite to 'forget').
'and' says to put letters next to each other.
'picked up again' becomes 'ed' (I can't justify this - if you can you should give a lot more credence to this answer).
'recollect'+'ed'='RECOLLECTED'
