'from' becomes 'pass' (I can't explain this - if you can you should believe this answer much more).
'excitement' indicates an anagram (I've seen 'excitement of' mean this (to excite can mean to produce activity or change)).
'information' becomes 'info' (short for information).
'is missing' indicates named letters should be taken away.
'info' with 'if' taken away is 'no'.
'no' anagrammed gives 'on'.
'pass'+'on'='PASS ON'

(Other definitions for pass on that I've seen before include "Hand over - die" , "Refuse" , "Bequeath" , "go forward" .)
