Both the answer and definition are adjectives. Perhaps there's an association between them I don't understand?

'diamonds taken out of america' is the wordplay.
'diamonds' becomes 'ice' (slang term for diamonds).
'taken out of america' becomes 'd' (I can't justify this - if you can you should give a lot more credence to this answer).
'ice'+'d'='ICED'
