Crossword Genius

Dine around council's elaborate display (5)

Ross

I believe the answer is:

eclat

I'm a little stuck... Click here to teach me more about this clue!

'elaborate display' is the definition.
(I've seen this in another clue)

'dine around council's' is the wordplay.
'dine' becomes 'eat' (eat a meal).
'around' is an insertion indicator.
'council's' becomes 'cl' (I can't justify this - if you can you should believe this answer much more).
'eat' enclosing 'cl' is 'ECLAT'.

Can you help me to learn more?

(Other definitions for eclat that I've seen before include "Fame -- style" , "Ceremonial elegance and splendour" , "great success" , "Acclaim; showy display" , "Distinguished success" .)

I've seen this clue in the Sydney Morning Herald.
