'having' means one lot of letters go next to another.
'money' becomes 'cent' (eg denomination of dollars).
'dine' anagrammed gives 'inde'.
'inde'+'cent'='INDECENT'

(Other definitions for indecent that I've seen before include "Offensive to common modesty" , "Lewd" , "Immodest, gross" , "Unbecoming, obscene" , "Unseemly" .)
