(I know that unnerve is a type of disconcert)

'jogger heading off vest half-exposed' is the wordplay.
I cannot quite understand how this works, but
'heading' could be 'nne' (I've seen this in another clue) and 'nne' is found in the answer.
This explanation may well be incorrect...
