(I've seen this before)

'succeed does queen have to?' is the wordplay.
I cannot quite see how this works, but
'succeed' could be 'pass' (passing is a kind of succeeding) and 'pass' is located in the answer.
'queen' could be 'er' (short for Elizabeth Regina ie Queen Elizabeth) and 'er' is found within the answer.
'have' could be 'must' (synonyms) and 'must' is found in the answer.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).
