Although both the answer and definition are plural nouns, I cannot understand how they can define each other.

'do they exclude fellows' is the wordplay.
I cannot quite see how this works, but
'exclude' could be 'bar' (synonyms) and 'bar' is found in the answer.
'fellows' could be 'men' (fellow can mean a man) and 'men' is found in the answer.
No letters remain.
This may be the basis of the clue (or it may be nonsense).
