The definition and answer can be both types of natural phenomena as well as being singular nouns.
Perhaps they are linked in a way I don't understand?

I cannot really see how this works, but
'it' could be 't' (abbreviation. e.g. in 'tis) and 't' is found in the answer.
'shelter' could be 'lee' (as in lee side, the side sheltered from wind) and 'lee' is found in the answer.
A single letter 's' remains which might be clued in a way I don't see.
