I can't judge whether this definition defines the answer.

'of water?' is the wordplay.
I cannot really see how this works, but
'of' could be 'o' and 'o' is located in the answer.
'water?' could be 'tap' (tap water is a kind of water) and 'tap' is found in the answer.
The remaining letters 'rot' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).
