I believe the answer is:
end to end
'in a row' is the definition.
(as in things lined up in a row)
'don't need to be arranged' is the wordplay.
'to be arranged' is an anagram indicator.
'dont'+'need'='dontneed'
'dontneed' anagrammed gives 'END-TO-END'.
(Another definition for end to end that I've seen is " As things are laid to give impression of distance".)
I've seen this clue in The Times.
