I believe the answer is:
tell apart
'subject to discrimination' is the definition.
(to tell things apart is to discriminate them)
'don't report everything' is the wordplay.
I cannot quite see how this works, but
'report' could be 'tell' (I've seen this in other clues) and 'tell' is found in the answer.
The remaining letters 'apart' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
