I cannot quite understand how this works, but
'sheltered' could be 'lee' (as in lee side, the side sheltered from wind) and 'lee' is found in the answer.
'special' could be 'sp' (abbreviation) and 'sp' is present in the leftover letters.
This accounts for all the letters.
