I believe the answer is:

cleopatra

I'm a little stuck... Click here to teach me more about this clue!

'dramatic victim' is the definition.
The definition and answer can be both people as well as being singular nouns.
Perhaps you can see an association between them that I don't see?

'disaster in pectoral area' is the wordplay.
I cannot really see how this works, but
an anagram of 'pectoral' is 'cleopatr' which is located in the answer.
'area' could be 'a' (maths abbreviation) and 'a' is located in the answer.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).

'of' acts as a link.

Can you help me to learn more?

(Other definitions for cleopatra that I've seen before include "Beautiful queen of ancient Egypt" , "Queen of the South" , "Mistress of Julius Caesar and Mark Antony" , "1st century queen of Egypt" , "Beautiful queen of Egypt, mistress of Julius Caesar and Mark Anthony" .)

I've seen this clue in The Times.
