I believe the answer is:

soupcon

'drop' is the definition.
The answer and definition can be both quantities as well as being singular nouns.
Perhaps there's a link between them I don't understand?

'a scam for starters?' is the wordplay.
'a scam' becomes 'con' (I've seen this before).
'for' means one lot of letters go next to another (I've seen this in other clues).
'starters?' becomes 'soup' (I can't justify this - if you can you should give a lot more credence to this answer).
'con' put after 'soup' is 'SOUPCON'.

(Other definitions for soupcon that I've seen before include "A vary small quantity, just a trace - from France" , "very little" , "Hint" , "Very tiny amount" , "A very small quantity, from French" .)
