'edinburgh' can be an answer for 'capital' (I've seen this before). I am unsure of the 'up in' bit.

'editor gets hot hotel food' is the wordplay.
'editor' becomes 'ed' (abbreviation).
'gets' is a charade indicator (letters next to each other).
'hot' becomes 'in' (both can mean fashionable).
'hotel food' becomes 'burgh' (I can't explain this - if you can you should believe this answer much more).
'ed'+'in'+'burgh'='EDINBURGH'
