'is disheartened' suggests removing the centre (the middle or heart is removed).
'by' says to put letters next to each other.
'blustering rhetoric' becomes 'rant' (rant is a kind of rhetoric. I am not sure about the 'blustering' bit.).
'editor' with its middle taken out is 'er'.
'er'+'rant'='ERRANT'
