I cannot really see how this works, but
'by' could be 'per' (I've seen this in another clue) and 'per' is found in the answer.
'he' could be 'ed' (short for Edward) and 'ed' is present in the answer.
'philip' could be 'pip' (can be a nickname for Philip) and 'pip' is found within the answer.
A single letter 'i' remains which might be clued in a way I don't see.
This explanation may well be incorrect...
