I believe the answer is:

suez

'egyptian city' is the definition.
'suez' can be an answer for 'city' (I have seen 'African city' mean 'suez' so perhaps 'city' could also mean 'suez'). I'm not certain of the 'egyptian' bit.

I don't understand the remainder of the clue.

(Other definitions for suez that I've seen before include "African city" , "Canal between the Mediterranean and Red Seas" , "Location of Egypt's canal" , "Scene of 1956 crisis" , "A Passage to India" .)
