I cannot really see how this works, but
'monarch' could be 'qu' (abbreviation for queen) and 'qu' is found in the answer.
'unknown' could be 'z' (algebra) and 'z' is present in the answer.
'quarters' could be 'se' (south and east, two compass quarters) and 'se' is found within the remaining letters.
The remaining letters 'ee' is a valid word which might be clued in a way I don't see.
This may be the basis of clue (or it may be nonsense).
