'employing' is an insertion indicator.
'a' becomes 'an'.
'little chilean' becomes 'os' (I can't justify this - if you can you should believe this answer much more).
'to' says to put letters next to each other (I've seen this in other clues).
'service' becomes 'let' (type of tennis serve).
'os' put after 'let' is 'letos'.
'an' inserted within 'letos' is 'LEAN-TOS'.
