I believe the answer is:

'emirate' can be an answer for 'territory?' (I have seen 'Islamic territory' mean 'emirate' so perhaps 'territory' could also mean 'emirate'). I am not certain of the 'independent' bit.
'englishmen not happy' is the wordplay.
'englishmen' becomes 'em' (I can't justify this - if you can you should believe this answer much more).
'not happy' becomes 'irate' (I've seen this before).
