amusement park

I'm a little stuck... Click here to teach me more about this clue!

'arms in recreational venue' is the definition.
The answer and definition can be both locations as well as being singular nouns.
Perhaps there's a link between them I don't understand?

'entertaining soldiers comically take up' is the wordplay.
I cannot quite understand how this works, but
'soldiers' could be 'men' (men can mean a group of soldiers) and 'men' is found in the answer.
'take' could be 'set' (setting is a kind of taking) and 'set' is located in the leftover letters.
'up' is present in the answer.
This may be the basis of the clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for amusement park that I've seen before include "Alton Towers, for instance" , "Funfair" , "Area with rides and other entertainments" , "thrilling rides here" .)

I've seen this clue in The Everyman puzzle in The Observer.
