I believe the answer is:

one and all

'everybody' is the definition.
(one and all can mean all people)

'on ale out of it having also snorted line' is the wordplay.
'out of it' indicates an anagram (out of it can mean confused or distracted).
'having' means one lot of letters goes inside another.
'also' becomes 'and' (I've seen this in another clue).
'snorted line' becomes 'l' (I can't justify this - if you can you should give a lot more credence to this answer).
'ale' with letters rearranged gives 'eal'.
'eal' placed around 'and' is 'eandal'.
'on'+'eandal'+'l'='ONE AND ALL'

(Other definitions for one and all that I've seen before include "Everyman" , "Absolutely everybody" , "Everybody without exception" .)
