Expected levy not initially viable — confer (6)
I believe the answer is:
parley
'confer' is the definition.
(I've seen this before)
'expected levy not initially viable' is the wordplay.
I cannot quite see how this works, but
'expected' could be 'par' (as in 'par for the course') and 'par' is found in the answer.
The remaining letters 'ley' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
Can you help me to learn more?
(Other definitions for parley that I've seen before include "Negotiation between enemies" , "Conference of enemies" , "Negotiate" , "Colloquy" , "Dialogue between enemies" .)
