I believe the answer is:
in foal
'expecting' is the definition.
(a pregnant horse is in foal)
'data not quite everything' is the wordplay.
'data' becomes 'info' (information).
'not quite' means to remove the last letter.
'everything' becomes 'all' (all things).
'all' with its final letter removed is 'al'.
'info'+'al'='IN-FOAL'
