Facing bit of traffic, swear head off (5)

I believe the answer is:
avert
'head off' is the definition.
(both can mean to prevent)
'facing bit of traffic swear' is the wordplay.
I cannot really see how this works, but
'swear' could be 'aver' (synonyms) and 'aver' is found within the answer.
A single letter 't' remains which might be clued in a way I don't see.
This explanation may well be incorrect...
Can you help me to learn more?
(Other definitions for avert that I've seen before include "Prevent from happening" , "Parry" , "Turn aside, prevent" , "Turn aside, perhaps gaze" , "Head off" .)
