I believe the answer is:
overshoot
'fail to stop' is the definition.
(I've seen this before)
'recovered from fire' is the wordplay.
'recovered from' becomes 'over' (as in being over an illness).
'fire' becomes 'shoot' (shooting is a kind of firing).
'over'+'shoot'='OVERSHOOT'
'on the runway having' is the link.
I am not very happy about this link. Some or all of it may be part of another bit of the clue.
