Faith leader - given to ranting - upset a PM (9)
I believe the answer is:
maharishi
'faith leader' is the definition.
'maharishi' can be an answer for 'leader' (I have seen 'Religious leader' mean 'maharishi' so perhaps 'leader' could also mean 'maharishi'). I'm not certain of the 'faith' bit.
I can't explain the remainder of the clue.
Can you help me to learn more?
(Other definitions for maharishi that I've seen before include "Hindu spiritual leader" , "Religious leader" , "Hindu sage and scholar" , "Teacher of Hindu mysticism" , "Indian sage" .)
