I believe the answer is:
distant relative
'family' is the definition.
(I know that distant relative is a type of family)
'not close to?' is the wordplay.
'not close' becomes 'distant' ('distant' is the opposite to 'close').
'to?' becomes 'relative' (I can't justify this - if you can you should believe this answer much more).
'distant'+'relative'='DISTANT RELATIVE'
