'xenophobia' can be an answer for 'fear' (I have seen 'Fear of foreigners' mean 'xenophobia' so perhaps 'fear' could also mean 'xenophobia'). I am not certain of the 'finding one' bit.

'a phone box out of order?' is the wordplay.
'out' indicates an anagram (out can mean wrong or inaccurate).
'of order?' becomes 'ia' (I can't justify this - if you can you should give a lot more credence to this answer).
'phone'+'box'='phonebox'
'phonebox' with letters rearranged gives 'xenophob'.
'xenophob'+'ia'='XENOPHOBIA'
