'terai' can be an answer for 'hat' (I have seen 'A hat' mean 'terai' so perhaps 'hat' could also mean 'terai'). I'm not sure about the 'felt' bit.

'seen in the arcadia regularly' is the wordplay.
'seen in' becomes 'te' (I can't justify this - if you can you should give a lot more credence to this answer).
'regularly' means one should take alternating letters (regularly take one letter, leave next etc.).
The alternating letters of 'arcadia' are 'rai'.
'te'+'rai'='TERAI'
