(I've seen this in another clue)

'finally persuade roman governor' is the wordplay.
'finally' says to take the final letters.
'roman governor' becomes 'pilate' (Pontius Pilate).
The final letter of 'persuade' is 'e'.
'e'+'pilate'='EPILATE'
