'find fault' is the definition.
The answer and definition can be both to do with communicating as well as being verbs in their base form.
Perhaps they are linked in a way I don't understand?

'with the setter's cracker' is the wordplay.
'with' says to put letters next to each other.
'the setter's' becomes 'im' (I've seen this in other clues).
'cracker' becomes 'peach' (I can't justify this - if you can you should give a lot more credence to this answer).
'im' put next to 'peach' is 'IMPEACH'.
