I believe the answer is:

evenki

I'm a little stuck... Click here to teach me more about this clue!

'people from siberia' is the definition.

'first lady back home welcoming a thousand' is the wordplay.
I cannot quite see how this works, but
'first' could be 'i' (I in Roman numerals eg Elizabeth I) and 'i' is found within the answer.
'lady' could be 'eve' (I've seen this before) and 'eve' is located in the answer.
'thousand' could be 'k' (synonyms) and 'k' is found in the answer.
A single letter 'n' remains which might be clued in a way I don't understand.
This explanation may well be incorrect...

(Another definition for evenki that I've seen is " Siberian people".)

I've seen this clue in The Independent.
