'first lady' becomes 'eve' (first woman in the Bible).
'beheaded' means to remove the first letter (the head of the word is removed).
'in pleasant' becomes 'nice' (associated in meaning. I am not sure about the 'in' bit.).
'eve' with its initial letter taken away is 've'.
've'+'nice'='VENICE'
