'frozen confections' becomes 'ices' (I have seen 'Cold confections ' mean 'ices' so perhaps 'confections' could also mean 'ices'. I am not sure about the 'frozen' bit.).
'leading' is a charade indicator (letters next to each other).
'v'+'ices'='VICES'

'to' acts as a link.
