'flexible' is an anagram indicator (I've seen this in other clues).
'new' becomes 'n' (common abbreviation eg NT for New Testament).
'learned' becomes 'literate' (synonyms).
'n'+'star'='nstar'
'nstar' with letters rearranged gives 'trans'.
'trans'+'literate'='TRANSLITERATE'

'to' acts as a link.
