'flipping' shows that the letters should be reversed in order.
'obsessive expert' becomes 'wonk' (I can't justify this - if you can you should believe this answer much more).
'one' becomes 'i' (Roman numeral).
'high in stature' becomes 'tall' (I've seen this in another clue).
'wonk' backwards is 'know'.
'know'+'i'+'tall'='KNOW-IT-ALL'
