'never' becomes 'no' (I've seen this in other clues).
'blocking' is an insertion indicator.
'wading bird' becomes 'ruff' (ruff is a kind of wading bird).
'no' put within 'ruff' is 'RUN-OFF'.

'of excess water' acts as a link.
