'flying around' is an anagram indicator.
'without' indicates putting letters inside ('without' can be similar in meaning to 'outside').
'personnel' becomes 'HR' (Human Resources).
'planes' with letters rearranged gives 'sapnel'.
'sapnel' enclosing 'hr' is 'SHRAPNEL'.
