Follow and photograph Queen for publication (5)

Ross

I believe the answer is:

paper

I'm a little stuck... Click here to teach me more about this clue!

'publication' is the definition.
(a paper is a type of publication)

'follow and photograph queen' is the wordplay.
I cannot quite see how this works, but
'queen' could be 'er' (abbreviation for Elizabeth Regina) and 'er' is found in the answer.
The remaining letters 'pap' is a valid word which might be clued in a way I don't see.
This may be the basis of clue (or it may be nonsense).

'for' acts as a link.

Can you help me to learn more?

(Other definitions for paper that I've seen before include "Journal" , "Essay; rag" , "Short essay" , "Maybe Times" , "conference presentation" .)

I've seen this clue in The Times.
