I cannot quite see how this works, but
'uniform' could be 'u' (phonetic alphabet: alpha, bravo, charlie etc.) and 'u' is located in the answer.
'covering' could be 'dress' (dress is a kind of covering) and 'dress' is located in the leftover letters.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).
