The definition and answer can be both to do with creating things as well as being past participle verbs.
Perhaps there's a link between them I don't understand?

'old wrong keys' is the wordplay.
'old' becomes 'ex' (prefix meaning former or onetime).
'wrong' becomes 'tort' (legal term).
'keys' becomes 'ed' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'ex'+'tort'+'ed'='EXTORTED'
