I believe the answer is:
ajaccio
'foreign capital' is the definition.
'ajaccio' can be an answer for 'capital' (I have seen 'Capital of Corsica' mean 'ajaccio' so perhaps 'capital' could also mean 'ajaccio'). I am not certain of the 'foreign' bit.
I don't understand how the rest of the clue works.
