'auspicate' is the definition.
Although both the answer and definition are verbs in their base form, I don't understand how they can define each other.

'four interns eat' is the wordplay.
I cannot quite understand how this works, but
'four' could be 'iv' (Roman numerals for four) and 'iv' is present in the answer.
'eat' could be 'dine' (to dine is to eat a meal) and 'dine' is found in the leftover letters.
No letters remain.
This may be the basis of the clue (or it may be nonsense).
