(I've seen this in another clue)

'mother backing his father?' is the wordplay.
'mother' becomes 'ma' (ma can mean mother).
'backing' says the letters should be written backwards.
'his father?' becomes 'pere' (I can't explain this - if you can you should believe this answer much more).
'ma' written backwards gives 'am'.
'am'+'pere'='AMPERE'
