Although both the answer and definition are singular nouns, I can't understand how they can define each other.

'relating to warfare' is the wordplay.
I cannot quite see how this works, but
'relating to' could be 're' (re can mean with regards to) and 're' is present in the answer.
This explanation may well be incorrect...
