I cannot quite understand how this works, but
'institute' could be 'i' (common abbreviation as in MIT) and 'i' is present in the answer.
'university' could be 'u' (abbreviation for university) and 'u' is located in the answer.
'belgium' could be 'b' (international vehicle registration code) and 'b' is found in the answer.
'at' is found in the answer.
The remaining letters 'he' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).
